Building without a permit where one is required brings a building sanction charge under the Planning and Building Act, and it rests on strict liability — you need not have done anything deliberately wrong, it is enough that the build is unlawful. In serious cases the charge can reach 50 price base amounts (2,960,000 kr in 2026). It can be halved if you correct the fault in time, which in practice means demolishing or applying for a permit after the fact. Culturally valuable buildings also need a permit even for work that would otherwise be permit-free.
