Am I allowed to install solar panels without a permit in Sweden?
Usually yes — solar panels that follow the building's form need no building permit. Since 2018, roof- and facade-mounted panels fitted flush along the roof or facade are permit-exempt under the Planning and Building Act ch. 9 §3c, unless a permit is needed for other reasons. Angled-up or angled-out panels do need a permit — and that is where most people go wrong, for example on a flat roof where the panels are tilted up. Build without a permit where one is actually required — typically angled panels, a culturally valuable building, or a detailed plan in which the municipality has reinstated the permit requirement — and a building sanction charge is imposed under the Planning and Building Act, very high in serious cases. What saves you is timing: the charge is not imposed if the fault is corrected before the building committee takes the case up. So check the detailed plan before the installer arrives — the real cost is that the panels may have to come down again.
