At what age can alcohol and cigarettes be sold?
Under 18 it is flatly prohibited — and not only the sale. The law bans the sale, the offering and the allowing of consumption of alcohol and tobacco products by anyone under 18. The ban is broad: it covers not just cigarettes but every smoking product — including shisha, and products using a tobacco substitute (plants, herbs, fruit), in solid or liquid form, consumed by burning, heating or vaporising. The fine for an individual is BGN 300 to 500, and the penalty for the trader BGN 2,000 to 4,000. Selling tobacco products online and from vending machines is also prohibited.
📋 The rules
- Sale and offering under 18 — prohibited
- Allowing consumption by a minor is prohibited too
- It covers shisha and tobacco-substitute products
- Fine: BGN 300–500; for a trader — BGN 2,000–4,000
- Online sales and vending machines are prohibited
🔓 Exceptions
- The trader must ask for ID where there is any doubt about age
- The ban covers e-cigarettes and the liquids for them
- Buying alcohol or cigarettes "for" a minor also attracts liability
⚠️ Penalties & fines
The sanction falls on the seller: a BGN 300–500 fine for the individual behind the counter and a BGN 2,000–4,000 penalty for the trader. It is not only the sale that is punished but the offering and the allowing of consumption — so a venue that sees a minor drinking is an offender even if it served nobody. On repeat offences the premises risk losing their licence to trade in alcohol and tobacco. Asking for ID is therefore not a slight on the customer but a protection for the seller — and where age is in doubt it is compulsory.
