Can I dig a well in Czechia?
Yes, but not just with an excavator — a well is legally a water structure, and without permits it's an illegal build. The path: a hydrogeologist assesses the plot (drilled wells usually start with an exploratory borehole), a designer prepares documentation, and the water authority issues both the construction permit and the groundwater-abstraction permit. Neighbours join the proceedings — your well must not drain theirs. Old unpermitted wells can be legalised retroactively (with an expert report). Wells built before 1955 are deemed permitted. Skipping permits brings fines and, in the extreme, removal orders.
📋 The rules
- A well = water structure: construction permit + abstraction permit
- Hydrogeological assessment (exploratory borehole for drilled wells)
- Proceedings at the water authority; neighbours participate
- Old unpermitted wells: retroactive legalisation with an expert report
- Wells from before 1955: deemed permitted
🔓 Exceptions
- Rainwater tanks: no permit (not groundwater abstraction)
- Exploratory boreholes to 30 m: geological-works regime with notification — not the final well
⚠️ Penalties & fines
Illegal well / unpermitted abstraction: administrative fines (individuals commonly up to CZK 50,000, more by scale), removal or abstraction-stop orders. Legalisation beats litigation.

❓ Frequently asked
How many permits do I need?
Two key ones: the water-structure construction permit and the water-abstraction permit — handled together at the water authority.
Must the neighbours agree?
They're parties to the proceedings — the authority weighs the impact on their wells; your hydrogeological report is the main defence.
I inherited a plot with an old well. Now what?
Pre-1955 wells are deemed permitted; younger paperless wells get legalised retroactively with an expert report.
What does a drilled well cost?
Roughly CZK 1,500–3,000 per metre plus survey, design and proceedings — typically CZK 80–150k total.
May I water the garden and fill a pool from it?
Within the permitted abstraction volume yes; in droughts the authority can restrict it.
