🪪 When must I renew my Citizen Card?

With conditions
Quick answer

Conditional on age: the card isn't always valid for 5 years. Validity is age-based — up to 25 it's valid 5 years; from 25, it's valid 10 years (the "always 5 years" is a myth). One card combines five identifiers: the civil ID number (former BI), NIF (tax), NISS (social security), SNS health number and the voter card. You can get or renew it online (gov.pt/IRN) or in person at any Citizen's Shop, Citizen's Space or registry, with no territorial restriction. Three speeds: normal, urgent (~3 working days) and very urgent (same/next day, mainly Lisbon/Porto). In short: renew before it expires — 5 or 10 years, by age.

📋 The rules

  • Validity: 5 years up to 25; 10 years from 25
  • Combines ID, NIF, NISS, SNS and voter card
  • Renew online or at any Citizen's Shop
  • 2026 cost: ~€15–18 (urgent ~€30–33)
  • Speeds: normal, urgent, very urgent

🔓 Exceptions

  • First card for a child up to 1 year old: free
  • Free renewal in declared-disaster cases
  • Home service for 70+ with reduced mobility

⚠️ Penalties & fines

There's no "fine" — the card is a right; what matters is renewing it before it expires, so you're not left without a valid ID (and without the voter, SNS, etc. numbers). The costs are about €15–18 normal and rise for urgent (~€30–33) and very urgent (~€50–53), updated yearly. Beware a myth: the card "is always valid 5 years" — false; from 25 it's valid 10 years. And the "lifelong card after 65" rule was legislated but never implemented — everyone 25+ still renews every 10 years. Don't confuse it with Brazil's CIN/ID card. To stay compliant: check the expiry date on the card, renew it online or at a Citizen's Shop, and use the urgent service if you need it fast.

❓ Frequently asked

How long is the Citizen Card valid?

It depends on age. Up to 25, the card is valid for 5 years. From 25, it becomes valid for 10 years. It's a myth that the card is always valid 5 years. The lifelong-card rule after 65 was legislated but never implemented.

What does the card combine?

The Citizen Card combines five identifiers in a single document: the civil ID number, which replaced the old ID card, the tax number (NIF), the social-security number (NISS), the SNS health number and the voter card. So it does away with several separate cards.

Can I renew online?

Yes. You can renew the Citizen Card online, via gov.pt or the IRN, or in person at any Citizen's Shop, Citizen's Space or registry, with no territorial restriction. There's also an urgent and very urgent service for those who need the card faster, at an extra cost.

How much does renewal cost?

Normal renewal costs about €15 to €18, and is slightly cheaper online. The urgent service is around €30 to €33 and the very urgent €50 to €53. These figures are updated every year. A child's first card up to age 1 is free.

What happens if the card expires?

There's no fine, but you're left without a valid ID, which causes problems with public services, travel and identification in general. So it's wise to renew before the expiry date. You can do it in advance, without losing validity time on the new card.
