⚖️ My phone or internet provider will not solve my complaint: where can I go for free in Finland?

The short answer

Kuluttajariitalautakunta gives a free recommendation in your dispute with the operator. First complain to the operator in writing, then contact KKV's consumer advice: if you skip that step, the board may refuse to handle your case.

If your provider does not solve your complaint, an independent body can look at it, usually free of charge for you. You normally have to complain to the provider first; how to file in Finland is below.

📜 The rules in Finland

The details

  • Apply in Finnish or Swedish, preferably in the online service. State exactly what you claim, in euros, with reasons, and attach written evidence such as the contract and your dated complaint. Applications by phone are not accepted. (kuluttajariita.fi)
  • The board's decisions are recommendations, not enforceable judgments, but most companies follow them; a decision should be followed within three weeks. If it goes against you, you can take the case to the district court. (kuluttajariita.fi)
  • If the operator is based in another EU country, Norway, Iceland or the UK, contact the European Consumer Centre instead of KKV's consumer advice. (kuluttajariita.fi)
  • Traficom does not handle contract or compensation disputes between you and your operator; it refers you to consumer advice and the board. (traficom.fi)

File your application in the board's online e-service, in Finnish or Swedish; the procedure is in writing, so applications by phone are not accepted.

What to do first: Complain to the operator in writing first. If that does not solve it, contact KKV's consumer advice by phone or online form; if you skip this step, the board may refuse to handle your case.

Time limit: The board's list of reasons for refusing a case contains no filing deadline. But tell the operator about a fault or delay within a reasonable time, or you may lose the right to rely on it (124 §).
