My internet is slower than promised: what can I do in Finland?
Your contract must state the speed: for fixed broadband a minimum, normal and maximum speed, for mobile broadband an estimated maximum speed, plus the advertised speed. If there is a data cap, it must say how reaching it affects speed.
Your contract states the speeds your provider promises. If the real speed falls clearly and repeatedly below them, you may be able to pay less or end the contract. A measurement with the official tool, where there is one, is the strongest proof.
📜 The rules in Finland
What you can do
Complain to the operator quickly and demand a fix. If it is not fixed, you can demand a price reduction; if the promised speeds cannot be delivered, you can cancel the contract, even a fixed-term one. Small temporary variations may not entitle you to compensation.
The details
- Traficom's position: for fixed broadband up to 100 Mbit/s, the stated minimum must be at least 70% of the maximum, and the maximum must be reachable at least some of the time. It recommends a normal speed of 90% of the maximum. (traficom.fi)
- For proof, use the free Bittimittari.fi quality survey: four hours of automatic measurements over an Ethernet cable, for fixed connections up to 100/100 Mbit/s. To complain, run two surveys on different days and keep both reports. (bittimittari.fi)
- Mobile broadband speeds are usually given as wide ranges, so a slow connection is not automatically a fault. It can be one if a higher speed was promised in marketing or when you signed; oral promises are hard to prove. (kkv.fi)
- If the operator restricts traffic against the EU Open Internet Regulation, or your contract lacks the required information, contact the operator first and then Traficom. (traficom.fi)
Kilpailu- ja kuluttajavirasto (KKV) – kuluttajaneuvonta
Advice and help in a dispute if your written complaint to the operator brings no result. Phone service usually Monday to Wednesday 10–12 and Thursday 12–14, or use the online form.
Kuluttajariitalautakunta
Gives a free, non-binding recommendation on your dispute with the operator, after you have complained to the operator and contacted KKV's consumer advice.
Liikenne- ja viestintävirasto Traficom
Customer service for questions on coverage, phone bills, using your subscription abroad and net neutrality; weekdays 9–15 or by contact form.
Official speed test official
Bittimittari.fi (Traficom)
Traficom certified the four-hour quality survey (laatututkimus) by regulation 58 on 30 Nov 2023 as a tool to verify faults, for fixed connections up to 100/100 Mbit/s. To complain, show your operator two reports made at different times.
🪜 Step by step
- Find the promised speedsYour contract summary lists the speeds, often as a maximum, a normally available and a minimum speed.
- Measure properlyUse a cable instead of Wi‑Fi, close other devices and measure several times on different days, with the official tool if there is one.
- Report it to the providerSend the results, ask for the problem to be fixed and keep a copy of everything you send and receive.
- Use your rightsIf nothing improves, ask for a lower price or to end the contract, and go to the dispute body if the provider refuses.

❓ Questions
Does a quick speed test in an app count?
It helps you spot a problem. As proof, a measurement made the way the regulator or your contract describes carries much more weight.
Does this apply to mobile internet too?
Mobile speeds change with place and network load, and the rules for mobile are often different. See the rules for Finland on this page.
Is slow Wi‑Fi the provider’s fault?
Not always. Walls, distance and old devices slow Wi‑Fi down. Measure with a cable first.
