Do I pay extra to use my phone in other EU countries with a plan from Finland?
In EU and EEA countries, Moldova and Ukraine, you can use your Finnish subscription at domestic prices or with a small surcharge whose maximum is regulated. Many subscriptions charge no surcharge at all within fair use.
With a plan from an operator in the EU or EEA, calls, texts and data in other EU and EEA countries are generally charged as at home, within fair-use limits. Other rules apply to plans from other countries; what applies with a plan from Finland is below.
📜 The rules in Finland
The details
- A surcharge is possible above the fair-use data limit; if over four months you stayed and roamed abroad more than in Finland and do not change this within two weeks of a notice; or if you cannot show a stable link to Finland. (traficom.fi)
- When you arrive, your operator texts you the basic prices free of charge, with a free number for more information and a note that the emergency number 112 is free. (traficom.fi)
- Receiving texts is free, and so are calls diverted to your voicemail; listening to voicemail is not. Calls made from Finland to other countries are not roaming. (traficom.fi)
- Operators must offer at least one mobile data spending limit of at most about €60 (incl. VAT), so your data use cannot pass it without your consent. (traficom.fi)

Which countries count as home?
That depends on your plan and on where your operator is based. The rules for Finland are on this page.
Are calls back home free?
Calls home usually cost the same as at home when roaming at home prices applies. Calls to other countries can cost extra.
