Can I buy a puff (disposable vape)?
No, they're no longer on sale. The law no. 2025-175 of 24 February 2025 banned the sale, distribution and offer of single-use vaping devices ("puffs") — prefilled, non-refillable vapes. The ban applies from 26 February 2025. It mainly aims to protect minors, heavily targeted by these products, and to cut e-waste. Buying a puff is no longer legally possible in shops; refillable vapes stay allowed, under the usual rules (no sale to minors).
📋 The rules
- Sale, distribution and offer of disposable puffs: banned
- In force since 26 February 2025
- Covers prefilled, non-refillable vapes
- Refillable vapes: still allowed (not for minors)
- Aims: protect minors and the environment
🔓 Exceptions
- Refillable e-cigarettes stay on sale (adults)
- Selling any vaping product to minors is banned
- Holding a puff bought before the ban isn't penalised for the consumer
⚠️ Penalties & fines
It's sellers and distributors who are targeted: breaching the ban brings a fine of up to €100,000, raised to €200,000 for a repeat offence. For the consumer, holding or using a puff bought before the ban isn't penalised, but you can no longer buy one legally. Selling vaping products to minors remains banned and punished.

❓ Frequently asked
Are puffs really banned?
Yes. Since the law of 24 February 2025, selling, distributing and offering disposable vapes is banned in France, from 26 February 2025. You can no longer buy one legally in shops.
Can I be fined for using a puff?
No, the ban targets sellers and distributors, not the consumer. Holding or using a puff bought before the ban isn't penalised. But you can no longer legally buy a new one.
What's the fine for a seller?
Up to €100,000, and €200,000 for a repeat offence, for selling, distributing or offering disposable puffs. The goal is to remove these products, seen as too attractive to minors, from the market.
Are e-cigarettes banned?
No. Only disposable vapes (puffs) are targeted. Refillable e-cigarettes stay on sale for adults. Selling any vaping product to minors remains banned.
Why this ban?
Two reasons: protecting minors, heavily targeted by the marketing of colourful, sweet puffs, and cutting waste, since these disposable vapes containing a battery and plastic are very polluting.
