Can I own a taser in Finland?
Practically no — stun devices are licensed, and licences don't come. Stun guns and tasers are assimilated in Finland to Firearms Act devices: acquiring, possessing and importing require a permit that isn't granted for private self-defence. An online-ordered 'self-defence zapper' stops at Customs and generates a report. For authorities (police), electroshock weapons are duty equipment under their own rules.
📋 The rules
- Stun guns and tasers are permit-regulated under the Firearms Act — no free civilian possession.
- Permits are in practice not granted to private persons on self-defence grounds — the use area is official and special duties.
- Import without a permit is a crime: web orders are seized at Customs.
- Public possession additionally meets dangerous-object possession (public-order/criminal law after the 2026 reform).
- Using one on a person is by default assault — self-defence is weighed separately, but the device itself stays illegal.
🔓 Exceptions
- Police electroshock weapons are use-of-force equipment under service rules — no benchmark for civilians.
- Electric livestock fences and bug zappers aren't stun devices — everyday electricity isn't banned.
⚠️ Penalties
Unlicensed possession or import: a firearms offence (fines or up to 2 years) plus forfeiture. In public, dangerous-object possession stacks on top — from 2026 always to prosecutors.

❓ Frequently asked questions
Why are tasers banned when police carry them?
Police devices are statutory use-of-force equipment with training and oversight — civilian possession is a different, licensed matter with no grantable grounds.
Can I order a 'mini stun gun' online?
No — the order is unlicensed import. Customs seizes and reports; the seller's location doesn't shield you.
Is an electric fence illegal?
No — livestock fences and similar household devices aren't stun weapons. The ban targets devices for incapacitating people.
How can I defend myself legally?
Self-defence permits force even without special devices; legal aids include alarms and attracting attention. A device whose ownership is a crime is no self-defence plan.
