Can I bring snus into Finland?
For your own use, yes — for sale, never. Selling snus is banned in Finland, but an adult traveller may carry it in for personal use. From the start of 2026 the cap is 1,000 grams per trip — covering snus and nicotine pouches combined. Even bringing it as a gift is not allowed.
📋 The rules
- Selling or otherwise supplying snus and other smokeless tobacco products is banned in Finland under the Tobacco Act.
- Traveller imports for personal use are allowed: from 1 Jan 2026, at most 1,000 grams of smokeless nicotine and tobacco products (snus + pouches combined) per trip.
- You must be at least 18 — minors may not bring in snus or nicotine pouches at all.
- Products must be for your own personal use — not for family members, friends or as gifts.
- Distance purchase (ordering online for postal delivery to Finland) is banned — only carrying it in yourself is legal.
🔓 Exceptions
- Amounts from Sweden or ferry trips are fine only if they fit the total cap and are genuinely for your own use.
- Commercial import, resale and passing on (including group orders) are always prohibited.
⚠️ Penalties
Exceeding the cap or importing for resale can be investigated as smuggling and a Tobacco Act violation: fines, forfeiture of the goods, and criminal liability for larger quantities. Supplying minors is always punishable.
