Can I vape in Finland?
Yes as an adult — but Finland's rules are among Europe's strictest. E-cigarettes and nicotine liquids carry an 18+ age limit and a 20 mg/ml strength cap. Characterising flavours are banned — in practice only tobacco-flavoured liquid is sold legally. Ordering online from abroad (distance selling) is prohibited, and smoking bans — restaurants, workplaces, housing-company balcony bans — apply to vaping too.
📋 The rules
- Age limit 18 — selling or supplying to minors is banned.
- Nicotine liquid is capped at 20 mg/ml (the EU level), sold in bottles of at most 10 ml.
- Characterising flavours and scents are banned — fruit, candy and menthol liquids aren't legally on sale (tobacco flavour only).
- Distance selling is banned: ordering liquids or devices online from abroad to Finland is illegal.
- Smoking bans cover vaping: restaurants, indoor public spaces, public transport — and a housing company's balcony smoking ban includes e-cigarettes.
🔓 Exceptions
- Traveller imports for personal use are allowed within Tobacco Act limits — commercial import is not.
- Nicotine-free liquids are regulated more lightly, but flavour and sales restrictions still reach them under the Act.
⚠️ Penalties
Underage or unlicensed sales violate the Tobacco Act (fines, licence loss). The consumer's typical risk is the illegal online order: Customs stops the parcel, goods are forfeited, larger batches investigated as smuggling.
