Can I vape in Finland?
Yes as an adult — but Finland's rules are among Europe's strictest. E-cigarettes and nicotine liquids carry an 18+ age limit, a 20 mg/ml strength cap and a 10 ml maximum bottle size. Characterising flavours and scents are banned — in practice only tobacco-flavoured liquid is legally sold, and fruit, candy or menthol liquids simply aren't on the shelf. 🔓 Exceptions
- Traveller imports for personal use are allowed within Tobacco Act limits — commercial import is not.
- Nicotine-free liquids are regulated more lightly, but flavour and sales restrictions still reach them under the Act.
- Your own balcony is by default a legal place to vape — only a municipal smoking ban obtained by the housing company reaches it, and then it covers e-cigarettes too.
⚠️ Penalties
Selling to minors or without a retail licence breaches the Tobacco Act: fines and loss of the licence. The consumer's typical — and most underestimated — risk is the illegal online order: distance selling to Finland is banned, so Customs stops the parcel, the goods are forfeited and the foreign shop refunds nothing; larger batches are investigated as smuggling. Supplying to a minor is punishable too, so buying "for a friend" lands on the buyer. Breaching a smoking ban is handled as a tobacco violation.
