⏱️ Fixed price or dynamic (hourly) electricity contract in Croatia: which is right for me?

The short answer

A fixed price stays the same for an agreed period. A dynamic price follows the wholesale market hour by hour, so it can be cheaper when you shift your use, and more expensive at peak times.

Fixed and dynamic contracts

Under the Electricity Market Act, a supplier with more than 200,000 metering points must offer a dynamic-price contract to a customer with a smart meter who asks for one. Other suppliers may offer it. Fixed-price contracts are not yet a separate legal obligation.

  • On 25 September 2026 the Sabor passed amendments to the Electricity Market Act. According to the Government, they bring more flexible contract models that give customers price security. The date they take effect is not yet confirmed. (mingo.gov.hr)
  • A dynamic price follows spot-market prices, so you need a smart meter. Most households do not have one yet: HEP ODS has only run a smart-meter pilot so far. (hep.hr)

❓ Questions

Is a dynamic contract cheaper?

Only if you use a lot of power when prices are low. At peak times it can cost much more than a fixed price.

Do I need a smart meter?

Yes. Hourly prices need a meter that records your use per hour or per quarter hour.

Can a fixed price still go up?

Normally not during the fixed period, but taxes and network charges can change. The rules for Croatia are on this page.
