✈️ Travelling outside the EU with a plan from Estonia: how do I avoid a huge roaming bill?

The short answer

Outside the EU, your operator must still send you a free text on arrival with your call and SMS prices, and give you a data spending limit. By default it is close to, but not above, EUR 50 per monthly billing period, excluding VAT.

Outside the EU and EEA, roaming can be very expensive, especially mobile data. Protections such as a spending limit and warning messages exist in some places; what applies with a plan from Estonia is below.

📜 The rules in Estonia

The details

  • You get an alert at 80% of the limit. When the limit would be exceeded you are notified, and data roaming stops unless you confirm you want to continue. Changing or removing the limit is free and done within one working day. (publications.europa.eu)
  • If the network in the country you visit does not let your operator track usage in real time, the spending limit cannot be guaranteed; you must then be told this by free text message on arrival. (publications.europa.eu)
  • Before travelling, check the roaming information on your operator's website. Near borders, switch off automatic network selection so your phone does not connect to a neighbouring country's network. (ttja.ee)

Yes. Complain to the operator first, then go to the dispute body if you cannot agree.
