Do I pay extra to use my phone in other EU countries with a plan from Malta?
With Roam Like At Home you pay your usual Maltese prices when using your mobile in other EU countries, Iceland, Liechtenstein and Norway. Since January 2026 this also applies in Moldova and Ukraine. It applies automatically unless you chose a different roaming package.
With a plan from an operator in the EU or EEA, calls, texts and data in other EU and EEA countries are generally charged as at home, within fair-use limits. Other rules apply to plans from other countries; what applies with a plan from Malta is below.
📜 The rules in Malta
The details
- Your provider may apply a fair use policy. If you cannot show normal residence or stable links with Malta and, over four months, you use your phone and stay abroad more than in Malta, small surcharges may apply. (mca.org.mt)
- The welcome message you receive on arrival must give a free number for more information, say that 112 is free, and link to information on other ways to reach emergency services and on public warnings. (mca.org.mt)
- Calls or SMS to value-added numbers, such as premium, freephone or shared-cost numbers, are not covered by Roam Like At Home and may cost more abroad. (mca.org.mt)
- Within the zone, where a network of similar quality such as 5G is available, your provider should give you the same roaming quality as at home. (mca.org.mt)
Malta Communications Authority (MCA)
Takes your complaint about a phone, internet or TV provider once you have complained to the provider first. It intervenes where a rule it enforces was broken; otherwise it mediates or refers you to the right forum.
🪜 Step by step

- Read the welcome messageWhen you arrive, your operator usually sends a message with the prices and limits that apply.
- Watch the fair-use limitUnlimited or very large data plans can have a smaller allowance abroad. Above it, a surcharge can apply.
- Take care on ships, planes and near bordersThere your phone can connect to a network outside the usual roaming rules. Switch off roaming or use flight mode when in doubt.
