🌍 Do I pay extra to use my phone in other EU countries with a plan from Spain?

The short answer

Since 15 June 2017, contracts that include roaming are 'roam like at home' by default: the calls, texts and data you use in another EU country come out of your Spanish allowance exactly as at home.

With a plan from an operator in the EU or EEA, calls, texts and data in other EU and EEA countries are generally charged as at home, within fair-use limits. Other rules apply to plans from other countries; what applies with a plan from Spain is below.

📜 The rules in Spain

The details

  • Roam like at home also applies in Iceland, Liechtenstein and Norway, and in Moldova and Ukraine. Receiving calls or texts while roaming costs nothing extra. (europa.eu)
  • Fair use: with very cheap or unlimited data plans, your operator may set a lower data limit abroad, but it must tell you in advance and warn you when you reach it; any surcharge is capped by EU rules. (europa.eu)
  • Each time you enter another EU country you must get a free automatic message with your fair-use rules and possible surcharges, and on free access to the 112 emergency number. (boe.es)
  • On ships and planes, EU rules apply only when you connect to a land-based mobile network; satellite services are unregulated and can be very expensive. Switch off roaming or use flight mode on board. (europa.eu)

❓ Questions

What does fair use mean?

Operators may limit roaming at home prices to normal travel, not living abroad for good, and may cap data abroad on very large plans.

Which countries count as home?

That depends on your plan and on where your operator is based. The rules for Spain are on this page.

Are calls back home free?

Calls home usually cost the same as at home when roaming at home prices applies. Calls to other countries can cost extra.
