🌍 Do I pay extra to use my phone in other EU countries with a plan from Luxembourg?

The short answer

With a Luxembourg mobile plan you pay no extra roaming charges in other EU countries: calls, texts and data cost the same as at home, within your operator's fair-use policy. The same applies in Iceland, Liechtenstein, Norway, Moldova and Ukraine.

With a plan from an operator in the EU or EEA, calls, texts and data in other EU and EEA countries are generally charged as at home, within fair-use limits. Other rules apply to plans from other countries; what applies with a plan from Luxembourg is below.

📜 The rules in Luxembourg

The details

  • The ILR reminds you that operators must send you a price message the first time you roam in a country, and warn you at 80% of your data limit and when you reach it. (myilr.lu)
  • Your operator must take sufficient measures so you do not pay roaming charges for connecting to a foreign network by accident while at home, and explain how to avoid this in border regions. (publications.europa.eu)
  • Your operator may check your roaming use over four months. If you spent more time and used more abroad than at home, it may ask you to explain within 14 days before charging a capped surcharge. (europa.eu)
  • If you go beyond a fair-use limit, any data surcharge is capped at €1.10 per GB excluding VAT in 2026, falling to €1 per GB by 1 January 2027 at the latest. (publications.europa.eu)
  • Each time you enter another EU country, you must receive a free message saying you can call the emergency number 112 free of charge. (publications.europa.eu)

🪜 Step by step

  1. Check your plan before you travelSee which countries your plan treats like home and whether it has a separate data allowance abroad.
  2. Read the welcome messageWhen you arrive, your operator usually sends a message with the prices and limits that apply.
  3. Watch the fair-use limitUnlimited or very large data plans can have a smaller allowance abroad. Above it, a surcharge can apply.
  4. Take care on ships, planes and near bordersThere your phone can connect to a network outside the usual roaming rules. Switch off roaming or use flight mode when in doubt.

❓ Questions

What does fair use mean?

Operators may limit roaming at home prices to normal travel, not living abroad for good, and may cap data abroad on very large plans.

Which countries count as home?

That depends on your plan and on where your operator is based. The rules for Luxembourg are on this page.

Are calls back home free?

Calls home usually cost the same as at home when roaming at home prices applies. Calls to other countries can cost extra.
