🌡️ District heating, heating oil or bottled gas in Estonia: what are my rights?

The short answer

Not every home is on the gas grid. District heating, heating oil and LPG have their own rules, and often a different body handles complaints.

Heating without the gas grid

District heating (kaugküte) companies must have their maximum heat price (piirhind) approved by Konkurentsiamet, which decides within 30 days of a proper application. The company must publish the approved price at least 30 days before it applies.

  • If a bill is unpaid, heat needed to heat a home may be cut between 1 October and 30 April only 90 days after the written notice. (konkurentsiamet.ee)
