Can I vote in Swedish elections in Sweden?
It depends on citizenship and which election — but you must have turned 18 by election day at the latest. In national (Riksdag) elections only Swedish citizens may vote, who are or have been registered in Sweden. In municipal and regional elections Swedish citizens vote, as do citizens of the EU, Norway and Iceland registered here; other foreign nationals may vote after three consecutive years of registration. In the EU election, Swedish citizens and other EU citizens resident in Sweden vote. What surprises many: Swedes abroad may vote in national and EU elections, but not in municipal and regional ones. Voting is voluntary — there is no penalty for staying home.

⚠️ Penalties & fines
There is no penalty for not voting — Sweden has no compulsory voting, and nobody records that you stayed home. It becomes criminal only when someone improperly influences another person's vote: electoral fraud is a crime under the Penal Code. The practical "penalty" is instead losing the vote by not meeting the conditions: without Swedish citizenship you cannot vote in national elections, and if you come from outside the EU and the Nordic countries you need three consecutive years of registration before you can vote in municipal and regional elections.
