Do I pay extra to use my phone in other EU countries with a plan from Norway?
In the EEA you pay the same for calls, SMS and data as at home (Roam Like at Home), within normal use. The EU Roaming Regulation 2022/612 applies in Norway as regulation (ekomforskriften § 4-11).
With a plan from an operator in the EU or EEA, calls, texts and data in other EU and EEA countries are generally charged as at home, within fair-use limits. Other rules apply to plans from other countries; what applies with a plan from Norway is below.
📜 The rules in Norway
The details
- Your provider may set fair-use conditions, for example that over four months you stay and use your phone more at home than abroad in the EEA. If you break them, it may add a surcharge no higher than the regulated wholesale price. (nkom.no)
- When you arrive in a new country you must get a welcome SMS stating any limit on your data and the prices that apply once it is used up. (nkom.no)
- On ferries, ships and planes your phone may connect to satellite-linked networks that the price rules do not cover. You must get an SMS with prices, a warning at EUR 40 and a block at EUR 50 unless you choose to continue. (nkom.no)
- The rules cover all 27 EU countries, their outermost regions such as the Canary Islands, Madeira and the Azores, and Iceland and Liechtenstein. (nkom.no)
Nasjonal kommunikasjonsmyndighet (Nkom)
Norway's telecom regulator. It administers and supervises the rules for providers, but as a rule it cannot step in on a dispute about your bill; that goes to your provider and then to Brukerklagenemnda.
Brukerklagenemnda for elektronisk kommunikasjon (BKN)
Neutral, independent board for disputes between private customers and providers of phone, internet and TV services. Your complaint must first go to the provider.
🪜 Step by step
- Check your plan before you travelSee which countries your plan treats like home and whether it has a separate data allowance abroad.
- Read the welcome messageWhen you arrive, your operator usually sends a message with the prices and limits that apply.
- Watch the fair-use limitUnlimited or very large data plans can have a smaller allowance abroad. Above it, a surcharge can apply.
- Take care on ships, planes and near bordersThere your phone can connect to a network outside the usual roaming rules. Switch off roaming or use flight mode when in doubt.
