✈️ Travelling outside the EU with a plan from Norway: how do I avoid a huge roaming bill?

The short answer

Outside the EEA, Roam Like at Home does not apply, for example in Switzerland, Monaco, San Marino or Andorra, and the EU price rules do not cover you. Check your provider's prices before you travel. The United Kingdom is an exception.

Outside the EU and EEA, roaming can be very expensive, especially mobile data. Protections such as a spending limit and warning messages exist in some places; what applies with a plan from Norway is below.

📜 The rules in Norway

The details

  • On a temporary stay in the United Kingdom you may not pay more for normal use of calls, SMS and data than you would in Norway (ekomforskriften § 4-11). (lovdata.no)
  • In a 2013 review, BKN wrote that the roaming rules require providers to offer an alert and blocking service for data both inside and outside the EEA. (bkn.no)
  • You can ask your provider to set a ceiling on variable costs per billing period. Above it, outgoing calls are blocked unless you agree to continue (ekomforskriften § 4-5). (lovdata.no)
  • In four cases reviewed in 2013, BKN did not uphold complaints about satellite data bills from ships, because the provider had given prices online and by SMS. Turn off mobile data on board to avoid high costs. (bkn.no)

Nasjonal kommunikasjonsmyndighet (Nkom)

Do ships and planes count as abroad?

Networks on ships and planes often run via satellite, are not covered by the usual roaming rules and can be very expensive.

Can I dispute a huge roaming bill?

Yes. Complain to the operator first, then go to the dispute body if you cannot agree.
