Can I install solar panels myself in Finland?
Panels usually go up without a permit — but you don't wire them yourself. Roof-parallel solar panels are permit-exempt in most cases under the Building Act; plan-area townscape rules or protected buildings can require an action permit. The hard line is electrical: a grid-tied system is installed and connected only by a registered electrical contractor, and the grid company gets a microgeneration notification before commissioning. In housing companies panels are always a company decision or alteration matter.
📋 The rules
- Roof-parallel panels on a detached house generally need no building or action permit (Building Act 2025).
- Plans can say otherwise: protected buildings, heritage areas and townscape rules can bring an action permit — check with building control.
- Grid connection is licensed electrical work: installation, connection and the commissioning inspection belong to a registered contractor.
- A microgeneration notification/agreement with the grid company precedes connection — inverter settings per their requirements.
- In housing companies panels concern the company's roof: company consent or a general-meeting decision is needed.
🔓 Exceptions
- Off-grid cottage kits (12/24 V) with plug connections are lighter to install — as long as they never touch the grid.
- Large ground-mounted arrays can require an action permit — small ground racks are usually free.
⚠️ Penalties
A self-wired grid system is an electrical-safety violation and an insurance risk — payouts get cut after a fire. Unnotified feed-in can get your connection cut. A plan-violating install can be ordered removed.

❓ Frequently asked questions
Do panels need a building permit?
Roof-parallel ones usually not — but protected sites and certain plan areas require an action permit. Confirm with building control.
Can I connect the inverter myself?
No — grid-tied connections and the commissioning inspection belong to an electrical contractor. DIY wiring is illegal and dangerous.
What goes to the grid company?
A microgeneration notification and agreement before commissioning — surplus-electricity sale is agreed at the same time.
Panels on an apartment building's roof?
Only by company decision — the roof is company-controlled. Even balcony plug-in panels deserve company approval and a safety check.
