🌡️ District heating, heating oil or bottled gas in Finland: what are my rights?

The short answer

Not every home is on the gas grid. District heating, heating oil and LPG have their own rules, and often a different body handles complaints.

Heating without the gas grid

Unlike electricity, water and natural gas, district heating (kaukolämpö) to consumers is not regulated by its own law. As a consumer you can take a dispute, for example about a price increase, to the Kuluttajariitalautakunta.

  • In 2022 the board found Helen's district heating increases partly unreasonable; as a general rule it considered an energy price increase of up to 15% a year still reasonable. (kuluttajariita.fi)
  • Metering and billing of district heating are regulated by the Energy Efficiency Act. New buildings need remotely readable meters; existing meters must be converted by 31 December 2026. (energiavirasto.fi)
  • A district heating company holds a dominant position in its network area. The Finnish Competition and Consumer Authority (KKV) can investigate whether it abuses that position, for example with unreasonable prices. (kkv.fi)

  1. Know what heats your homeDistrict heating from a network, oil or LPG from a tank, or bottled gas. The rules differ for each.

  3. Complain in writing firstWrite to the heat or fuel supplier with your bill and what you want changed. Keep a copy.

Can I leave district heating?

That depends on the network and the rules in Finland. Contracts are often long; check the notice terms.

Are heating oil prices regulated?

Usually not; you compare offers. Where there is an official price or cap, it is shown on this page.

Who checks the safety of LPG tanks and bottles?

The supplier and the installer have safety duties. If you smell gas, leave at once and call the emergency number from outside.
