Do I pay extra to use my phone in other EU countries with a plan from Croatia?
With a Croatian SIM you pay domestic prices for calls, texts and data in the EU and in Iceland, Liechtenstein and Norway (roam like at home). Incoming calls are free. Calls use the minutes in your tariff for calls to other mobile networks.
With a plan from an operator in the EU or EEA, calls, texts and data in other EU and EEA countries are generally charged as at home, within fair-use limits. Other rules apply to plans from other countries; what applies with a plan from Croatia is below.
📜 The rules in Croatia
The details
- Roam like at home also applies in Moldova and Ukraine. (europa.eu)
- With some tariffs, such as unlimited data, there is a limit on data at domestic prices. The operator must tell you about it in advance, warn you when you reach it and tell you when an extra roaming charge starts. (hakom.hr)
- If over the last 4 months you spent more time and used more services in the EEA than in Croatia, the operator warns you by SMS. If you don't change your usage within the next 15 days, it may charge a roaming surcharge. (hakom.hr)
- When you log on to a foreign network you must get an SMS with prices, the free 112 number, a free info line and the fair-use limits. If the operator didn't warn you in time, you don't pay until you received the notice. (hakom.hr)
- Data roaming stops automatically at €62.50 unless you ask for a different limit. The operator must warn you at 80% of the limit and tell you, when it cuts off, how to continue. (hakom.hr)
- On a ship at sea or a plane your phone may connect to a satellite network with much higher prices than regulated roaming. Switch off roaming or use flight mode. (hakom.hr)
Hrvatska regulatorna agencija za mrežne djelatnosti (HAKOM)
Telecom regulator: explains your rights on its user protection line (working days 9:00–11:30) and settles disputes with operators after the operator's two-stage complaint procedure.
🪜 Step by step
- Check your plan before you travelSee which countries your plan treats like home and whether it has a separate data allowance abroad.
- Read the welcome messageWhen you arrive, your operator usually sends a message with the prices and limits that apply.
- Watch the fair-use limitUnlimited or very large data plans can have a smaller allowance abroad. Above it, a surcharge can apply.
- Take care on ships, planes and near bordersThere your phone can connect to a network outside the usual roaming rules. Switch off roaming or use flight mode when in doubt.

❓ Questions
What does fair use mean?
Operators may limit roaming at home prices to normal travel, not living abroad for good, and may cap data abroad on very large plans.
Which countries count as home?
That depends on your plan and on where your operator is based. The rules for Croatia are on this page.
Are calls back home free?
Calls home usually cost the same as at home when roaming at home prices applies. Calls to other countries can cost extra.
