My internet is slower than promised: what can I do in Romania?
For fixed internet the contract must state the minimum, normally available, maximum and advertised speeds; for mobile internet the estimated maximum and advertised speeds. Measure with ANCOM's Netograf following the procedure in your contract.
Your contract states the speeds your provider promises. If the real speed falls clearly and repeatedly below them, you may be able to pay less or end the contract. A measurement with the official tool, where there is one, is the strongest proof.
📜 The rules in Romania
What you can do
Test with Netograf following your contract's measurement procedure, send the results to the provider in writing and ask for the contractual remedy (for example a lower fee or termination). If the contract is not respected, go to ANPC or its free SAL procedure.
The details
- Under EU law, a significant, continuous or recurring gap between real and promised speed, established by a mechanism certified by the regulator, counts as non-conformity for consumer remedies. (eur-lex.europa.eu)
- Providers may not charge, deduct from your plan, limit or block the data used by the Netograf application. (netograf.ro)
- Providers must publish the remedies for large, continuous or recurring gaps and how you can measure and prove them; ask yours which remedy applies, for example a lower monthly fee. (infocentru.ancom.ro)
- Providers must not block or slow down particular apps or services; only temporary, transparent and proportionate traffic management is allowed. If access is restricted, complain to ANCOM. (infocentru.ancom.ro)
Netograf (ANCOM)
ANCOM's free speed test and quality statistics for fixed and mobile internet.
Autoritatea Națională pentru Administrare și Reglementare în Comunicații (ANCOM)
Telecom regulator. Takes written complaints when a provider breaks telecom rules (contract summary, notice of changes, porting, roaming, information duties); it cannot enforce your individual contract.
Autoritatea Națională pentru Protecția Consumatorilor (ANPC)
Consumer protection authority. ANCOM sends consumers here when a provider does not respect the contract, for example repair times, compensation or excessive early-termination penalties.

Netograf
ANCOM states that Netograf is a monitoring mechanism certified by the regulator under Regulation (EU) 2015/2120: a significant, continuous or recurring speed gap it establishes counts as non-conformity for your remedies, if you follow the measurement procedure in your contract.
🪜 Step by step
- Find the promised speedsYour contract summary lists the speeds, often as a maximum, a normally available and a minimum speed.
- Measure properlyUse a cable instead of Wi‑Fi, close other devices and measure several times on different days, with the official tool if there is one.
- Report it to the providerSend the results, ask for the problem to be fixed and keep a copy of everything you send and receive.
- Use your rightsIf nothing improves, ask for a lower price or to end the contract, and go to the dispute body if the provider refuses.

❓ Questions
Does a quick speed test in an app count?
It helps you spot a problem. As proof, a measurement made the way the regulator or your contract describes carries much more weight.
Does this apply to mobile internet too?
Mobile speeds change with place and network load, and the rules for mobile are often different. See the rules for Romania on this page.
Is slow Wi‑Fi the provider’s fault?
Not always. Walls, distance and old devices slow Wi‑Fi down. Measure with a cable first.
