✈️ Travelling outside the EU with a plan from Romania: how do I avoid a huge roaming bill?

The short answer

Outside the EU/EEA roaming prices are not regulated, so check them before you travel. Unless you chose another limit, a default data-roaming cap of 50 euros excluding VAT per billing period applies, and data stops unless you agree to continue.

Outside the EU and EEA, roaming can be very expensive, especially mobile data. Protections such as a spending limit and warning messages exist in some places; what applies with a plan from Romania is below.

📜 The rules in Romania

The details

  • You get a message at 80% of the cap, another when it is about to be exceeded with how to continue, and, if you continue, a third at 100 euros excluding VAT in a monthly billing period. (infocentru.ancom.ro)
  • In some non-EU countries the cap may not work because usage cannot be tracked in real time; the provider must tell you so by free SMS when you arrive. (infocentru.ancom.ro)
  • Outside the EEA you also pay for incoming calls; received SMS are free. Providers must send you personalised roaming prices, including on planes and ships. (infocentru.ancom.ro)
  • Near Romania's borders your phone can connect to a neighbouring network. Select the network manually or switch roaming off at home; ANCOM maps risk areas on aisemnal.ro. (infocentru.ancom.ro)
  • Roaming is not always activated automatically and not every plan includes it; ask your provider before travelling. (infocentru.ancom.ro)

❓ Questions

What happens when I reach the spending limit?

Where a limit applies, data stops or you are asked whether you want to continue. You decide whether to go on.

Do ships and planes count as abroad?

Networks on ships and planes often run via satellite, are not covered by the usual roaming rules and can be very expensive.

Can I dispute a huge roaming bill?

Yes. Complain to the operator first, then go to the dispute body if you cannot agree.
