Do I pay extra to use my phone in other EU countries with a plan from Romania?
In the EU, Iceland, Liechtenstein and Norway, and since 1 January 2026 also in Moldova and Ukraine, 'Roam like at home' applies: your national minutes, SMS and data are used as in Romania, and incoming calls and SMS are free.
With a plan from an operator in the EU or EEA, calls, texts and data in other EU and EEA countries are generally charged as at home, within fair-use limits. Other rules apply to plans from other countries; what applies with a plan from Romania is below.
📜 The rules in Romania
The details
- It is meant for occasional travel. To prevent permanent roaming the provider may ask for proof of residence or stable links with Romania and monitor use over at least 4 months; it must warn you and give you at least two weeks to change. (infocentru.ancom.ro)
- With unlimited or very cheap data, a fair-use data limit may apply. Above it, surcharges are capped: at most 1.10 euro per GB excluding VAT in 2026, and the provider must notify you when you reach the limit. (infocentru.ancom.ro)
- Some plans have no roaming at all, and the provider must tell you. If you chose an alternative roaming tariff, you can return to 'Roam like at home' at any time. (infocentru.ancom.ro)
- The United Kingdom, Switzerland, Monaco and Andorra are outside 'Roam like at home'. If you travel there or are near their borders, check the roaming terms with your provider first and read its tariff messages. (infocentru.ancom.ro)
- 'Roam like at home' also guarantees the same quality of mobile service as at home, and calls to emergency services are free. (infocentru.ancom.ro)
Autoritatea Națională pentru Administrare și Reglementare în Comunicații (ANCOM)
Telecom regulator. Takes written complaints when a provider breaks telecom rules (contract summary, notice of changes, porting, roaming, information duties); it cannot enforce your individual contract.
