The penalty hits the seller, not the buyer: selling to under-18s, or selling products with a banned flavour, too much nicotine or illegal packaging, can bring a fine, and both the Safety Authority and the Consumer Ombudsman supervise. The most expensive consequence is often not the fine but the stock: nicotine pouches with sweet flavours, more than 9 mg nicotine or colourful packaging may not be sold after 1 April 2026, and whatever is left on the shelf cannot be shifted. The rules follow you outside the shop too: you may not vape where smoking is banned.
