Electricity & gas in Denmark: your rights
The rules that protect you as an electricity and gas customer in Denmark, and who to contact. Every fact is checked on an official source.
What is going on?
Everything at a glance
The market
You can freely choose your electricity supplier and product; the network company is fixed by where you live. Gas customers can also compare and choose a gas supplier via Forsyningstilsynet's Gasprisguiden.
Dispute resolution
Ankenævnet på Energiområdet · small fee
First complain in writing to the energy company. If you get no answer within 30 days or disagree, complain online to the board (money claims only). The fee is 160 kr, refunded if you win.
Switching supplier
Standard notice is the current month plus 30 days (may be shorter). Consumer lock-in is at most 6 months. A fee applies only if you leave a fixed-price contract early; it must be proportionate and not exceed the supplier's direct loss. Your final bill must come within 4 weeks.
Price rises
Significant changes that worsen your terms, such as price rises of 10% or more that add at least 40 kr a month incl. VAT, must be notified in writing at least three months ahead, and you may then terminate. Pass-through grid-tariff changes need one month's notice.
Regulated price
There is no regulated electricity price; suppliers set their own prices. Compare products on Elpris.dk, run by Forsyningstilsynet.
Protection against cut-off
Your supplier generally may not cancel your contract or cut your power, even if you haven't paid your last bill. It can ask for a security deposit; if you don't provide it in time, it can end the contract with 3 days' notice and supply is cut. You get written notice of the date; a new supplier contract stops the cut-off.
If your supplier goes bust
If your supplier goes bankrupt or can't deliver, you are automatically assigned another supplier. It is bound for three months, but you can leave with one month's notice to the end of a month. The surcharge it may charge is set yearly by Forsyningstilsynet.
Power cut
Your local network company runs the grid in its area and is responsible for getting power to you, so report power cuts to it. A map shows which network company covers your address.
Cooling-off period
You always have a 14-day right of withdrawal for electricity contracts made on the street, by phone or online, counted from when you receive the contract. Withdraw in writing and ask for confirmation.
Smart meter
You can see your electricity use hour by hour on eloverblik.dk.
Solar panels
Surplus solar power goes into the grid and can be sold. Income from selling electricity to the grid is tax-free up to 7,000 kr a year.
Free energy advice
The Danish Energy Agency's SparEnergi offers free, impartial advice on saving power and heat, by phone 31 15 90 00 or e-mail, plus free public meetings and webinars.
Fixed and dynamic contracts
Electricity suppliers with more than 200,000 customers must offer households a variable-price (dynamic) contract that follows spot-market prices, and a fixed-price contract running for at least 1 year (executive order no. 1810 of 2025).
- On a fixed-price contract the supplier may not change the terms or price for at least 1 year without your consent. Only pass-through taxes, levies and grid charges may change your bill. (retsinformation.dk)
- Your supplier needs your consent to move you to a variable-price (dynamic) contract. (retsinformation.dk)
- If no supplier in a grid area offers these contracts to customers using under 100,000 kWh a year, Forsyningstilsynet must order the largest supplier in that area to offer them. (retsinformation.dk)
Energy sharing and communities
The Electricity Supply Act defines energy sharing (using renewable power produced by a plant you own or rent, or transferred to you by another active customer) and lets the minister set the detailed rules. Citizens can also join energy communities (VE-fællesskaber, borgerenergifællesskaber).
- According to Energistyrelsen, members of an energy community cannot share electricity across buildings; inside one building with collective metering they can. (ens.dk)
- VE-fællesskaber may handle renewable electricity and heat; borgerenergifællesskaber only electricity. Citizens, small businesses and local authorities can take part. (ens.dk)
Heating without the gas grid
District heating companies may only charge prices covering their necessary costs (Varmeforsyningsloven § 20). Their tariffs must be notified to Forsyningstilsynet, which can order changes if they are unreasonable or break the rules.
- Forsyningstilsynet publishes district heating price statistics twice a year, so you can compare your company's prices. (forsyningstilsynet.dk)
- Forsyningstilsynet does not decide individual money disputes with a district heating company; those go to Ankenævnet på Energiområdet after a written complaint to the company. (forsyningstilsynet.dk)
Grants for heat pumps and insulation
Energistyrelsen's Varmepumpepuljen gives a subsidy to replace an oil, gas, electric or biomass heating system with a heat pump. Your home must be a year-round home you own, outside areas with (planned) district heating. Get approval before you start.
- In 2026 the grant is 27,000 kr for an air-to-water or ground-source heat pump, handed out first come, first served (page updated 2 July 2026). (sparenergi.dk)
- SparEnergi also lists the Energirenoveringspuljen (insulation, ventilation, windows) and a scrapping scheme for old boilers. (sparenergi.dk)
- Switching to district heating: the Fjernvarmepuljen pays district heating companies up to 40,000 kr per converted oil or gas boiler (applications 1 Sept–30 Nov 2026). Households do not apply themselves; ask your district heating company. (ens.dk)
Charging an electric car at home
Since 1 January 2026, tenants, flat owners and co-op members with their own parking space on the property have a right to install a charging point there. Give the landlord or association 3 months' notice; you pay the costs and must use an authorised electrician.
- The landlord or association may ask for security for restoring the space and may refuse for architectural or technical reasons, older registered easements, listed buildings, or (for tenants) if there is already one charging point per ten parking spaces. (retsinformation.dk)
- When you move out, you must restore the space unless you agree otherwise. (retsinformation.dk)
Back-billing and estimated bills
Energy bills are generally time-barred 3 years after their due date. If the company estimated your use for several years, Ankenævnet på Energiområdet spreads the measured use evenly over those years and the time-barred part must be written off.
- Linear distribution: estimated consumption is spread equally over each year at that year's prices, minus what you already paid. (energianke.dk)
Energy costs for tenants
If heat, water, electricity or gas is paid on account with the rent, the landlord must send a separate consumption statement (forbrugsregnskab) within 4 months after the accounting year ends. If it is late, the landlord loses the right to charge extra.
- With heat from a district heating or gas supplier, the deadline is 3 months after the landlord gets the supplier's final bill, if that is later. (retsinformation.dk)
- You can object in writing within 6 weeks of receiving the statement. The landlord must then bring the case to the huslejenævn within 6 weeks to keep the claim. (retsinformation.dk)
- If an extra payment exceeds 3 months' rent, you may pay it in three equal monthly instalments. (retsinformation.dk)
Grid connection
For a new or bigger connection you pay a connection fee (tilslutningsbidrag) to the grid company before the work. The fee depends on the type of home and capacity and follows rules approved by Forsyningstilsynet. An authorised electrician must file the request.
