My internet is slower than promised: what can I do in Slovakia?
For fixed internet the provider must state a maximum and a normally available speed. The maximum must be available at least once a day; the normally available speed is at least 90% of it, during at least 90% of every 4-hour period (Decree 65/2025).
Your contract states the speeds your provider promises. If the real speed falls clearly and repeatedly below them, you may be able to pay less or end the contract. A measurement with the official tool, where there is one, is the strongest proof.
📜 The rules in Slovakia
What you can do
File a complaint (reklamácia) with your measurement protocol. Without an answer within 30 days (60 in complex cases, if you are told in time), it counts as accepted and you can withdraw without penalty within one month. Unresolved cases can go to RÚ's free ADR.
The details
- For mobile internet the provider states an estimated maximum speed and an advertised speed instead. (static.slov-lex.sk)
- Measure with RÚ's publicly available Merač Internetu. A certified measurement produces a PDF protocol you can use in a complaint when the real speed does not match your contract. (teleoff.gov.sk)
- Results from the certified tool can be submitted as evidence in your complaint, in RÚ's ADR or in out-of-court proceedings, and RÚ takes them into account in its supervision (§ 122 Act 452/2021). (static.slov-lex.sk)
- Under EU rules, a significant, continuous or regularly recurring gap established with a certified tool counts as non-conformity and can trigger remedies under national law. (teleoff.gov.sk)
Úrad pre reguláciu elektronických komunikácií a poštových služieb (RÚ)

❓ Questions
Does a quick speed test in an app count?
It helps you spot a problem. As proof, a measurement made the way the regulator or your contract describes carries much more weight.
Does this apply to mobile internet too?
Mobile speeds change with place and network load, and the rules for mobile are often different. See the rules for Slovakia on this page.
Is slow Wi‑Fi the provider’s fault?
Not always. Walls, distance and old devices slow Wi‑Fi down. Measure with a cable first.
