🐢 My internet is slower than promised: what can I do in Hungary?

The short answer

For fixed internet, each package must state a maximum, a normally available and a minimum speed. The normal speed must be available at least 90% of the time each day, the minimum speed always. For mobile internet only an estimated maximum speed is given.

Your contract states the speeds your provider promises. If the real speed falls clearly and repeatedly below them, you may be able to pay less or end the contract. A measurement with the official tool, where there is one, is the strongest proof.

📜 The rules in Hungary

What you can do

Report slow fixed internet to your provider as a fault. If the contracted speed is not restored within 72 hours, it owes you a daily penalty (kötbér), paid within 30 days unasked; in the first 14 days you can also leave a fixed-term contract.

The details

  • If you report slow fixed internet as a fault, the provider must check all three speed values and fix a real fault within 72 hours of your report. (njt.jog.gov.hu)
  • If the minimum speed is still missed after 72 hours, you get a daily penalty of eight times the daily share of your monthly charges; if only the normal or maximum speed is missed, four times. Mobile estimated maximum speed is not covered. (njt.jog.gov.hu)
  • In the first 14 days after the service starts, you can terminate a fixed-term contract with immediate effect if the quality at your address does not match the contract; you then pay only the proportional monthly fee and what you actually used. (njt.jog.gov.hu)
  • Measure over a cable plugged into the router or wall socket, register on Szélessáv.net and repeat tests; for fixed internet you can request an NMHH measuring box. Complain to your provider first; if it ignores or rejects you, the NMHH investigates on request. (szelessav.net)

Nemzeti Média- és Hírközlési Hatóság (NMHH)

The telecom authority. It acts on breaches of telecom rules once you have complained to the provider first; it can order the provider to comply or fine it, but does not decide your individual claim.

Békéltető testületek

Free, independent conciliation boards run by the county and Budapest chambers of commerce. They settle consumer disputes about your contract out of court once you have tried and failed to settle directly with the provider.

Szélessáv.net (NMHH)

Szélessáv.net results do not count in a legal dispute or official proceedings; they can only give the NMHH grounds for its own instrument measurement, on which proceedings can be based. They do make a fault report to your provider better founded.

🪜 Step by step

  1. Find the promised speedsYour contract summary lists the speeds, often as a maximum, a normally available and a minimum speed.
  2. Measure properlyUse a cable instead of Wi‑Fi, close other devices and measure several times on different days, with the official tool if there is one.
  3. Report it to the providerSend the results, ask for the problem to be fixed and keep a copy of everything you send and receive.
  4. Use your rightsIf nothing improves, ask for a lower price or to end the contract, and go to the dispute body if the provider refuses.

❓ Questions

Does a quick speed test in an app count?

It helps you spot a problem. As proof, a measurement made the way the regulator or your contract describes carries much more weight.

Does this apply to mobile internet too?

Mobile speeds change with place and network load, and the rules for mobile are often different. See the rules for Hungary on this page.

Is slow Wi‑Fi the provider’s fault?

Not always. Walls, distance and old devices slow Wi‑Fi down. Measure with a cable first.
