🌍 Do I pay extra to use my phone in other EU countries with a plan from Hungary?

The short answer

In other EU countries, Iceland, Liechtenstein and Norway you can call, text and use mobile data at your home price with no surcharge when you travel there periodically, for example on holiday or a business trip (roam like at home).

With a plan from an operator in the EU or EEA, calls, texts and data in other EU and EEA countries are generally charged as at home, within fair-use limits. Other rules apply to plans from other countries; what applies with a plan from Hungary is below.

📜 The rules in Hungary

The details

  • Since 1 January 2026 Ukraine and Moldova are also part of the roaming zone, so you pay home prices there too. Calling Ukraine or Moldova from Hungary is still an international call. (nmhh.hu)
  • Fair use applies: if over at least four months you mainly stay and use your phone abroad, the provider first warns you, gives you at least two weeks to change, and may charge a surcharge after that. (nmhh.hu)
  • With unlimited or very cheap data, the provider may set a separate roaming data allowance, stated in the tariff terms. Check it before you travel; once it is used up you can buy extra data. (nmhh.hu)
  • When you enter another member state, you get a free message with the 112 emergency number and a link to the other ways of reaching emergency services there. (publications.europa.eu)
  • Satellite networks on ships and planes are not covered by home-price roaming and can be very expensive. You can ask your provider to block such networks free of charge, and to unblock them later. (nmhh.hu)

🪜 Step by step

  1. Check your plan before you travelSee which countries your plan treats like home and whether it has a separate data allowance abroad.
  2. Read the welcome messageWhen you arrive, your operator usually sends a message with the prices and limits that apply.
  3. Watch the fair-use limitUnlimited or very large data plans can have a smaller allowance abroad. Above it, a surcharge can apply.
  4. Take care on ships, planes and near bordersThere your phone can connect to a network outside the usual roaming rules. Switch off roaming or use flight mode when in doubt.

❓ Questions

What does fair use mean?

Operators may limit roaming at home prices to normal travel, not living abroad for good, and may cap data abroad on very large plans.

Which countries count as home?

That depends on your plan and on where your operator is based. The rules for Hungary are on this page.

Are calls back home free?

Calls home usually cost the same as at home when roaming at home prices applies. Calls to other countries can cost extra.
