My internet is slower than promised: what can I do in Slovenia?
For fixed internet your contract must state maximum, normally available and minimum upload and download speeds. Normally available speed must be at least 80% of the maximum and minimum at least 50% (fixed wireless: 50% and 25%). Mobile contracts state estimated maximum and advertised speeds.
Your contract states the speeds your provider promises. If the real speed falls clearly and repeatedly below them, you may be able to pay less or end the contract. A measurement with the official tool, where there is one, is the strongest proof.
📜 The rules in Slovenia
What you can do
Report the gap to your provider with your AKOS Test Net results. It must offer a free expert measurement within 10 days and has 30 days to fix it. Claim compensation or withdraw without costs; if unresolved, go to AKOS within a further 15 days.
The details
- A significant gap exists if the average of correct measurements outside peak hours is below the normally available speed (ignoring the highest and lowest), or if any measurement is below the minimum speed. Make five measurements within five days, at least an hour apart. (uradni-list.si)
- Measure with a computer connected by cable directly to the provider's modem or router, with no other devices connected, Wi-Fi, Bluetooth and VPN switched off, and no other programs running, including firewall and antivirus. (uradni-list.si)
- Your speeds must be shown on your monthly bill, user portal or in another transparent way, so you can check them in every billing period. (uradni-list.si)
- Problems with your home Wi-Fi are not the operator's service and are no reason to leave without costs, unless the contract says so. A weaker mobile signal at your address is not a ground for free termination either. (akos-rs.si)

AKOS Test Net
Under AKOS's general act, a significant gap between contracted and actual speed is established with AKOS Test Net measurements made as prescribed (cable to the modem, nothing else connected). You use these results to report the problem and claim your rights from the provider.

❓ Questions
Does a quick speed test in an app count?
It helps you spot a problem. As proof, a measurement made the way the regulator or your contract describes carries much more weight.
Does this apply to mobile internet too?
Mobile speeds change with place and network load, and the rules for mobile are often different. See the rules for Slovenia on this page.
Is slow Wi‑Fi the provider’s fault?
Not always. Walls, distance and old devices slow Wi‑Fi down. Measure with a cable first.
