My internet is slower than promised: what can I do in Lithuania?
For fixed internet, the contract must state a minimum speed of at least 50% and a normal speed of at least 80% of the maximum speed, and the maximum may not be below the advertised speed. Check your line with RRT's Matuok.lt tool.
Your contract states the speeds your provider promises. If the real speed falls clearly and repeatedly below them, you may be able to pay less or end the contract. A measurement with the official tool, where there is one, is the strongest proof.
📜 The rules in Lithuania
What you can do
If actual performance differs significantly, continuously or regularly from the contract, that is a material breach: you can end the contract early without extra costs. Your contract must also say how compensation or refunds for poor-quality service are calculated and paid.
The details
- To collect evidence, use Matuok.lt's cyclic test at the address where the service is ordered, by cable for fixed internet if possible, with other devices switched off. Save each cycle as PDF and attach the files to your complaint. (rrt.lt)
- Report quality problems to your provider. Until you do, the service is presumed to be of proper quality, and the repair time promised in your contract starts only from your report. (rrt.lt)
- Whether the breach is serious enough to leave without paying back discounts is assessed case by case. Complain to the provider in writing first; if that fails, ask RRT to settle the dispute. (rrt.lt)
- For mobile internet, the contract must give the possible minimum, normal and maximum speeds and the conditions for reaching them, and the provider must show its coverage area with the maximum speed at each place. (e-seimas.lrs.lt)
Matuok.lt (RRT)
RRT's tool to measure your internet download and upload speed, latency and signal strength, in the browser or the mobile app; it also shows a map and statistics of earlier measurements.
Lietuvos Respublikos ryšių reguliavimo tarnyba (RRT) – vartotojų ginčų nagrinėjimas
Settles your dispute with a phone or internet provider out of court, free of charge, after you have complained to the provider in writing. Its decision becomes binding unless a party goes to court within 30 days.

Run by RRT. RRT says cyclic measurements count as sound evidence only if made its way: 10 tests every 15 minutes per cycle, at least 3 cycles on every other day, saved as PDF. Attach them to your complaint to the provider and to RRT.
🪜 Step by step
- Find the promised speedsYour contract summary lists the speeds, often as a maximum, a normally available and a minimum speed.
- Measure properlyUse a cable instead of Wi‑Fi, close other devices and measure several times on different days, with the official tool if there is one.
- Report it to the providerSend the results, ask for the problem to be fixed and keep a copy of everything you send and receive.
- Use your rightsIf nothing improves, ask for a lower price or to end the contract, and go to the dispute body if the provider refuses.

❓ Questions
Does a quick speed test in an app count?
It helps you spot a problem. As proof, a measurement made the way the regulator or your contract describes carries much more weight.
Does this apply to mobile internet too?
Mobile speeds change with place and network load, and the rules for mobile are often different. See the rules for Lithuania on this page.
Is slow Wi‑Fi the provider’s fault?
Not always. Walls, distance and old devices slow Wi‑Fi down. Measure with a cable first.
