The market

Since 2021 households have had to leave the public supplier in stages and choose an independent electricity supplier; the last stage runs until 2026. Remaining households are still on public supply (Ignitis) at VERT-approved tariffs. If you do not choose, ESO provides temporary guaranteed supply at a higher price.

Dispute resolution

Valstybinė energetikos reguliavimo taryba (VERT) – vartojimo ginčų nagrinėjimas

First send your claim in writing to the energy company. If it does not answer or you are not satisfied, you can ask VERT to settle the consumer dispute, within one year of contacting the company.

Switching supplier

You choose a supplier and sign with them; the new supplier must tell the grid operator ESO two weeks before the contract starts, and supply usually starts on the 1st of a month. Leaving a supplier carries no sanctions if you give notice and pay as your contract requires.

Price rises

A supplier can change the contract price only by changing the contract terms, and must inform you in writing or electronically, including your right to cancel. If you do not accept the new price, you may end the contract free of charge and switch.

Regulated price

Households still on public supply pay VERT-approved tariffs. From 1 July 2026 the standard single-zone low-voltage price is 0.240 EUR/kWh, and 0.200 EUR/kWh for vulnerable customers. Public supply is being phased out.

Help if money is tight

Vulnerable customers get lower public-supply tariffs. You qualify if your household receives or is entitled to cash social assistance, or you are a person with a disability, or you receive a social assistance pension or compensation.

Protection against cut-off

Under guaranteed supply, ESO may stop supplying you if you have not chosen a new supplier within 6 months, but must warn you at least 3 weeks before. If supply was stopped over a debt, ESO restores electricity only once the whole debt is paid: within 2 hours with a smart meter, otherwise within 2 working days. Gas is restored within 2 working days of your supplier's request.

If your supplier goes bust

If your supplier stops trading, breaks its commitments or ends your contract, ESO supplies you automatically under guaranteed supply (garantinis tiekimas) for up to 6 months at a monthly-changing, higher price. You must still choose a new supplier.

Cooling-off period

The withdrawal period for energy contracts signed at the door, by phone or online could not be confirmed on an official page.

Smart meter

ESO calls smart meters a mandatory part of its network, needed to calculate your consumption. Your meter is replaced free of charge when its calibration expires, and ESO tells you personally by SMS and/or email beforehand. If you want it replaced earlier, that can cost €23.11 incl. VAT.

Solar panels

Prosumers feed surplus into the grid and take it back later, paying ESO for network use. From 2026 you choose: 0.0726 EUR per kWh taken back, 5.0336 EUR/kW per month of permitted capacity, or leaving 37% of fed-in kWh to ESO (low voltage). You may change the method once every 12 months.

Energy sharing and communities

You can become a remote prosumer (nutolęs gaminantis vartotojas): you use electricity at home but it is produced elsewhere, for example by a share of a solar park you buy or rent. ESO assigns the plant to your home and fits a two-way meter if needed.

  • If you buy or rent from a solar park, the developer sends the data to ESO and the plant is assigned automatically within 8-20 working days after connection. To build your own plant elsewhere, apply in ESO's self-service (Mano elektrinės). (eso.lt)

Grants for heat pumps and insulation

State support calls for households are run by the Environmental Projects Management Agency (APVA). You apply in APVIS while a call is open, logging in via the Electronic Government Gateway as a private person.

Charging an electric car at home

In an apartment building you need your own parking space (proof from the Registry Centre) and must tell the owners' association chair or building administrator. If a separate connection or more capacity is needed, the association or administrator applies to ESO.

  • A charger can be connected to your flat's wiring, to the common-area supply, or to a new separate supply for chargers; ESO recommends a specialised installer. (eso.lt)
