Do I pay extra to use my phone in other EU countries with a plan from Lithuania?
In other EU and EEA countries you pay home prices for calls, SMS and data ('roam like at home') under Regulation (EU) 2022/612. Providers may apply fair-use rules, and a surcharge only with RRT's permission.
With a plan from an operator in the EU or EEA, calls, texts and data in other EU and EEA countries are generally charged as at home, within fair-use limits. Other rules apply to plans from other countries; what applies with a plan from Lithuania is below.
📜 The rules in Lithuania
The details
- If over 4 months you use your phone more in another EU country than in Lithuania and also spend more time there, the provider can warn you and, if nothing changes within two weeks, add a surcharge. It stops when you are back. (rrt.lt)
- RRT publishes on its roaming page which providers it has allowed to add a surcharge and the maximum amounts, for the period 15 June 2026 to 14 June 2027. (rrt.lt)
- Near the border your phone may connect to a foreign network and be charged roaming rates. Choose your network manually there; services you actually used must be paid for. (rrt.lt)
- Not every plan includes roaming, so check before you travel. EU roaming rules do not cover satellite networks used on ships and planes. (rrt.lt)
- Each time you enter another EU country, your provider must send you a free message saying you can call the emergency number 112 free of charge. (eur-lex.europa.eu)
Lietuvos Respublikos ryšių reguliavimo tarnyba (RRT)

Lietuvos Respublikos ryšių reguliavimo tarnyba (RRT) – vartotojų ginčų nagrinėjimas
Settles your dispute with a phone or internet provider out of court, free of charge, after you have complained to the provider in writing. Its decision becomes binding unless a party goes to court within 30 days.
🪜 Step by step

- Read the welcome messageWhen you arrive, your operator usually sends a message with the prices and limits that apply.
- Watch the fair-use limitUnlimited or very large data plans can have a smaller allowance abroad. Above it, a surcharge can apply.
- Take care on ships, planes and near bordersThere your phone can connect to a network outside the usual roaming rules. Switch off roaming or use flight mode when in doubt.
