⏱️ Fixed price or dynamic (hourly) electricity contract in Estonia: which is right for me?

The short answer

A fixed price stays the same for an agreed period. A dynamic price follows the wholesale market hour by hour, so it can be cheaper when you shift your use, and more expensive at peak times.

Fixed and dynamic contracts

Electricity packages are mainly exchange-price (börsihind), fixed-price, or a mix of both. In a fixed-term contract the seller generally may not change the electricity price during the contract term. Early exit from a fixed-term contract can cost a penalty.

  • The ministry advises an exchange-price package if you want and are able to shift your use to cheaper hours, and a fixed-price package if you don't want to follow exchange prices. (mkm.ee)
  • A 2025 draft amendment would oblige sellers to hedge risks so that the price agreed in a fixed-term contract stays valid until the end of the term; its adoption is not confirmed here. (kliimaministeerium.ee)

Is a dynamic contract cheaper?

Only if you use a lot of power when prices are low. At peak times it can cost much more than a fixed price.

Do I need a smart meter?

Yes. Hourly prices need a meter that records your use per hour or per quarter hour.

Can a fixed price still go up?

Normally not during the fixed period, but taxes and network charges can change. The rules for Estonia are on this page.
