Travelling outside the EU with a plan from Slovenia: how do I avoid a huge roaming bill?
Roam like at home does not apply outside the EU and EEA, except in Moldova and Ukraine since 1 January 2026. Nor does it cover the United Kingdom; some operators extend offers there voluntarily, but needn't. Check roaming prices with your operator first.
Outside the EU and EEA, roaming can be very expensive, especially mobile data. Protections such as a spending limit and warning messages exist in some places; what applies with a plan from Slovenia is below.
📜 The rules in Slovenia
The details
- The €50 safeguard also applies to data roaming outside the EU: by default, data spending stops near €50 (excl. VAT) per monthly billing period unless you chose another limit or opted out. You get an alert at 80%; data stops unless you confirm continuing. (publications.europa.eu)
- If the network in the non-EU country does not allow real-time monitoring, this spending guarantee is not available; your operator must tell you by free SMS when you arrive. (publications.europa.eu)
- On ships and planes your phone may connect to a satellite network. You must get an SMS with the prices, and at €50 of extra charges (or another set limit) mobile services stop automatically unless you decide otherwise. (digital-strategy.ec.europa.eu)
- The EU has proposed talks to include the Western Balkans in roam like at home, with no set deadline. For now a voluntary agreement between operators caps retail data roaming prices between the EU and the region. (digital-strategy.ec.europa.eu)
