Is there a social tariff or cheaper phone and internet for people on a low income in Sweden?
Sweden has no legal social tariff for phone or internet: the 2022 law implementing the EU telecom code introduced no duty to provide universal service at special prices for consumers with low incomes or special social needs.
Some countries have a social tariff or other support so that people on a low income can afford a phone and internet connection, and many guarantee a basic connection. What exists in Sweden is below.

The scheme
Stöd för grundläggande internet och telefoni (PTS)
Who qualifies
Households and businesses whose home (not a holiday home) or workplace cannot get basic internet (at least 10 Mbit/s) or telephony for 5,000 kronor or less from any provider or technology. You pay 5,000 kronor yourself; PTS decides the solution.
The details
- Before applying for PTS support, check other providers and technologies, look over your own equipment and see whether an outdoor antenna improves reception. (pts.se)
- Fill in and print the application form and send it to pts@pts.se or by post. If you cannot print it, call PTS on 08-678 55 00, Monday to Thursday 9.00–11.30, and they will send you a form. (pts.se)
- The support does not cover holiday homes, better mobile coverage for your phone, equipment you bought yourself, or subscription and usage costs. You also pay for the electricity yourself. (pts.se)
Post- och telestyrelsen (PTS)
Assesses your application and, if you qualify, procures equipment that is installed in your home.
