What must I get before I sign a phone or internet contract in Latvia, and can I change my mind?
Before you sign, you have the right to see the contract summary free of charge. It follows the EU template and becomes an integral part of the contract; it can only be changed if both sides agree.
Before you sign, you should get the key terms in writing: price, term, speed and how to leave. In many countries a short contract summary is required, and contracts made online, by phone or at your door usually come with a cooling-off period. The rules for Latvia are below.
📜 The rules in Latvia
The details
- The summary shows the service, the price, quality parameters including internet speed, the contract term and any device included. Providers publish it with each offer online and in their customer service points. (sprk.gov.lv)
- If the summary cannot be given at once for objective technical reasons, you get it as soon as possible, and the contract takes effect only when you confirm your agreement after receiving it. (likumi.lv)
- A service contract made online, by phone or outside the provider's premises, for example at your home, can be cancelled within 14 days of signing. Tell the provider in writing; you need not give a reason. (ptac.gov.lv)
- If the service started at your request within those 14 days, you pay a proportionate amount for what you received. If you were not told about the withdrawal right, you can use it for one year. (ptac.gov.lv)
Patērētāju tiesību aizsardzības centrs (PTAC)
Handles complaints about unfair contract terms, unfair commercial practices such as misleading ads, and refusal of your right of withdrawal. Attach the contract and your correspondence with the provider.
Sabiedrisko pakalpojumu regulēšanas komisija (SPRK)
If your provider has not solved the problem, send SPRK a written complaint: signed with a secure e-signature to sprk@sprk.gov.lv, as a signed letter to Skanstes iela 25, Rīga, LV-1013, or through your official e-address.
