🐢 My internet is slower than promised: what can I do in Greece?

The short answer

For fixed internet your contract states the minimum, usually available and maximum speed; for mobile, the maximum. If speed repeatedly falls short, you are entitled to the redress set in your contract terms, and to leave free of charge for a significant shortfall.

Your contract states the speeds your provider promises. If the real speed falls clearly and repeatedly below them, you may be able to pay less or end the contract. A measurement with the official tool, where there is one, is the strongest proof.

📜 The rules in Greece

What you can do

Complain to your provider, which must check the speed with measurements; you can attach your own. For a confirmed shortfall you get the redress in your terms from your complaint date; a significant one not fixed within 20 days lets you leave free.

The details

  • Fixed lines: a shortfall is significant at 20% or more below the contractual minimum speed (30% for ADSL, 10% for fibre to the home or building). Mobile: 10% or more below the lower end of the maximum-speed range. (eett.gr)
  • A shortfall counts as continuous or repeated when it shows in 2 of at least 3 samples, taken at peak hours on different consecutive days, with at least 10 measurements in each sample. (eett.gr)
  • If a significant shortfall is not fixed within 20 days of your complaint, you can end the contract free of charge within the following 30 days; only a remaining device subsidy is still owed. (eett.gr)
  • Redress can be a bill discount, a partial or full refund of the monthly fee, or free termination. On fixed lines you can also move to a slower plan without an early-termination fee. It applies from the date of your complaint. (eett.gr)

🪜 Step by step

  1. Find the promised speedsYour contract summary lists the speeds, often as a maximum, a normally available and a minimum speed.
  2. Measure properlyUse a cable instead of Wi‑Fi, close other devices and measure several times on different days, with the official tool if there is one.
  3. Report it to the providerSend the results, ask for the problem to be fixed and keep a copy of everything you send and receive.
  4. Use your rightsIf nothing improves, ask for a lower price or to end the contract, and go to the dispute body if the provider refuses.

❓ Questions

Does a quick speed test in an app count?

It helps you spot a problem. As proof, a measurement made the way the regulator or your contract describes carries much more weight.

Does this apply to mobile internet too?

Mobile speeds change with place and network load, and the rules for mobile are often different. See the rules for Greece on this page.

Is slow Wi‑Fi the provider’s fault?

Not always. Walls, distance and old devices slow Wi‑Fi down. Measure with a cable first.
