Dispute resolution

First raise the problem with your supplier (keep copies). If it is not solved within a reasonable time, file online with Taxisnet login. Cases must be under one year old and not in court.

Switching supplier

Switching supplier is free; your new supplier arranges it. Variable-price contracts may not carry early-exit fees. New since August 2026: after debt flags from three suppliers you cannot switch until debts are paid or settled.

Price rises

Under the Electricity Supply Code the supplier must notify you personally (by letter, unless you agreed otherwise) 60 days before changing contract terms or tariff. You may then terminate without penalty. Green tariff prices are announced on the 1st of each month.

Regulated price

There is no state-set household price. Tariffs are colour-coded: blue fixed, green special tariff (price fixed on the 1st of each month), yellow variable, orange dynamic. Households without a supplier get Universal Service at a RAAEY reference tariff plus 5%.

Help if money is tight

Discounted electricity for low-income households, main residence only, offered by all suppliers. Apply online via gov.gr/IDIKA with your AMKA and supply number; the bill must be in your name. Reapply every year after the tax return deadline.

Protection against cut-off

Registered Vulnerable Customers (KOT users, life-support patients, over-70s under income limits) cannot be cut off for debt from November to March and in July–August, get 40 days to pay and interest-free instalments. Apply via IDIKA.

If your supplier goes bust

If your supplier defaults or loses its licence, a Supplier of Last Resort appointed by RAAEY takes over your supply, so your power stays on. Then choose a new supplier.

Power cut

For a power cut call HEDNO (ΔΕΔΔΗΕ) free on 800 400 4000 (24/7), or 211 190 0500 (local rate; +30 211 190 0500 from abroad) or 11500, or report online. Under HEDNO's Guaranteed Services you get €20–80 if deadlines are missed, e.g. reconnection after paying debt within 2 working days. If a break in the network's neutral conductor damaged your appliances, claim from HEDNO within 20 working days (up to €600).

Cooling-off period

For contracts signed at the door, by phone or online you have 14 days to withdraw without giving a reason. The supplier must give you a withdrawal form.

Smart meter

HEDNO is rolling out smart meters and aims to replace all meters nationwide by 2030; about 1.1 million were installed by 2025. Self-consumers get priority.

Solar panels

A new self-consumption framework applies from 14 September 2026. Your solar output offsets your consumption and shows as a credit on your bill. Balcony solar up to 800 W is allowed; HEDNO's registration portal is due by end-2026.

Fixed and dynamic contracts

Since 1 April 2026 households with a smart meter that records at least hourly data can sign a dynamic (orange) electricity contract. Every supplier with more than 200,000 customers must offer at least one dynamic contract to households. Universal Service and Last Resort suppliers do not offer them.

  • A dynamic contract must be signed in writing, on paper or electronically, never by phone. Your existing contract can only be turned into a dynamic one after you receive the required information and give your consent. (raaey.gr)
  • The supplier cannot change the pricing terms of a dynamic contract during its term unless you ask for it. You get a bill at least once a month, free of charge. (raaey.gr)
  • RAAEY lists on its website which large suppliers offer dynamic contracts; the list is updated by 5 January and 5 July each year. Dynamic tariffs for small customers are also included in RAAEY's price comparison tool. (raaey.gr)

Energy sharing and communities

A new self-consumption framework, in force since 14 September 2026 by ministerial decision, covers net metering, net billing and their virtual forms. It makes collective self-consumption easier in apartment buildings and housing complexes, and energy communities can take part too.

  • Energy Communities (Law 4513/2018) can use virtual net metering: power from the community's renewable plant is offset against members' consumption at other addresses, without a direct physical link. Vulnerable households can be included by the community. (deddie.gr)
  • Existing self-consumption stations move to the new framework without extra cost. A consumer can, under conditions, switch between schemes or take part in more than one station. (ypen.gov.gr)

Heating without the gas grid

The state heating allowance (επίδομα θέρμανσης) helps with heating oil, natural gas, LPG, firewood, pellets, district heating or electricity. You apply on AADE's myΘέρμανση platform; for gas, LPG, wood, pellets and district heating you also submit your purchase records there.

Grants for heat pumps and insulation

Home energy upgrades are subsidised through the Εξοικονομώ programmes of the Ministry of Environment and Energy (ΥΠΕΝ). The youth scheme 'Εξοικονομώ – Ανακαινίζω για νέους' (born 1984–2005) is in progress; for some enrolled beneficiaries the completion deadline is 30 November 2026.

  • Works must raise the home by at least three energy classes (over 30% primary energy saving) and can be combined with functional and aesthetic renovation. (exoikonomoneon.gov.gr)
  • Income limits for the youth scheme: energy branch up to €30,000 individual or €50,000 family income; renovation branch up to €20,000. (stegasi.gov.gr)

Charging an electric car at home

Under Law 4710/2020, a resident of an apartment building can connect a charging point to their own supply, with or without a power increase, or ask HEDNO for a new supply just for EV charging. Residents together can install shared charging on the building's upgraded common supply.

Back-billing and estimated bills

Monthly or two-monthly bills may charge the grid-use part on estimated consumption. For households the meter is read every four months; the estimated charge is then recalculated and settled against your actual consumption.

Energy costs for tenants

As a tenant you can apply for the heating allowance yourself on myΘέρμανση, stating that you rent and giving the owner's tax number (ΑΦΜ). In apartment buildings, each flat's share (thousandths) of the heating costs is declared on the same platform.

Vulnerable and medical customers

HEDNO keeps the Vulnerable Customers Registry. Social tariff (ΚΟΤ) users are included automatically. Households with a member on life-support equipment at home, or where all adults are 70 or over, apply via IDIKA within income limits. You must reapply every year.

  • The yearly renewal is due within one month after the income tax return deadline. Changes to your details can be submitted at any time. (deddie.gr)
  • Registered vulnerable customers also get stricter conditions before a supplier may terminate their contract. (deddie.gr)
  • On the social tariff (ΚΟΤ), households with a member on life support keep the discount up to their quarterly consumption limit even when they use more than that limit, unlike other households. (raaey.gr)

Grid connection

For a new electricity connection you apply to HEDNO and pay the application fee. HEDNO sends a connection offer, you sign the contract and pay, then it installs the meter. HEDNO must complete it within 4 to 60 working days, depending on the works needed.

  • For natural gas, the network operator must answer your request within 21 working days. The connection offer is valid for 30 days, and the meter must be installed within 60 calendar days after you sign the connection agreement. (raaey.gr)
