Is there a social tariff or cheaper phone and internet for people on a low income in Latvia?
The Electronic Communications Law sets no permanent social tariff. Instead, if SPRK finds that suitable tariff plans are missing, broadband providers must offer at least one plan priced within what the lowest-income fifth of households spends on communications.
Some countries have a social tariff or other support so that people on a low income can afford a phone and internet connection, and many guarantee a basic connection. What exists in Latvia is below.
📜 The rules in Latvia
Who qualifies
The law ties the plan to consumers in general, with no income test, but the duty applies only after SPRK has found that suitable plans are missing.
The details
- Such a plan must include broadband fast enough for email, search, online learning, news, shopping, job search, online banking, e-government, social media and standard-quality calls and video calls. (likumi.lv)
- If SPRK finds an area without adequate broadband that the market cannot provide, it can designate a universal-service provider, which must extend its network and connect consumers there on request. (likumi.lv)
- Universal service covers broadband internet and voice calls at a fixed location. You can take each separately and must not pay for features the requested service does not need. (likumi.lv)
- If you fall behind on payments, the provider must still keep free emergency calls and internet at your minimum guaranteed speed until the announced cut-off date. (likumi.lv)
Sabiedrisko pakalpojumu regulēšanas komisija (SPRK)
If your provider has not solved the problem, send SPRK a written complaint: signed with a secure e-signature to sprk@sprk.gov.lv, as a signed letter to Skanstes iela 25, Rīga, LV-1013, or through your official e-address.
