Escalate in steps, keeping a paper trail at each stage:

  • Send a formal 14-day demand citing the regulation and the relevant rulings
  • Complain to the national enforcement body in the country the flight departed from
  • Use the national consumer ADR / disputes body, or ECC-Net for cross-border cases
  • As a last resort, small-claims court — you can also claim statutory interest and costs
